Legal technology developer Quanby Solutions Inc. and law firm Gorriceta Africa Cauton & Saavedra have launched commercial operations for NotarioPH, a digital platform facilitating remote electronic notarization across the Philippines under judicial administrative rules.

The system allows individuals and commercial enterprises to complete legally binding notarial acts for eligible documents, including affidavits, corporate secretary certificates, lease agreements and powers of attorney, through encrypted audiovisual sessions with commissioned electronic notaries public. The rollout removes the statutory requirement for physical office appearance in covered transactions.

The service operates under Supreme Court Administrative Matter No. 24-10-14-SC, which established the regulatory framework governing both in-person electronic notarization and remote electronic notarization. To mark the nationwide commercial launch on Oct. 19, the platform conducted a simultaneous live demonstration linking signatories in Luzon, Visayas and Mindanao with a notary based in Ortigas Center, Pasig.

During the demonstration, commissioned Electronic Notary Public Pauline de la Peña notarized transactions for actress and entrepreneur Jasmine Curtis-Smith in Makati, a hospitality manager representing White House Beach Resort in Boracay and a retail supervisor from Karat World in Davao. Under the court framework, users submit government identification and undergo automated biometric facial liveness checks before entering a videoconferencing session. The platform uses geolocation technology to prevent the use of virtual private networks and ensure jurisdictional compliance within Philippine borders. Electronic seals and signatures are authenticated through the Department of Information and Communications Technology’s National Public Key Infrastructure, while transaction records and audit logs are recorded on distributed ledgers built on Hyperledger and DOCONCHAIN frameworks.

“Electronic notarization changes a process that has been part of our legal system for generations,” said Mark S. Gorriceta, chairman and co-founder of NotarioPH and managing partner of Gorriceta Africa Cauton & Saavedra. “We are moving beyond the traditional limitations of paper, distance and physical presence, and opening the door to a more accessible and digitally enabled legal system.”

Maria Crisma Maxwell, chief executive officer of Quanby Solutions and co-founder of NotarioPH, stated that the system was developed to align with Supreme Court standards by embedding identity validation, encrypted session recording and immutable audit trails directly into document workflows.

For years, notarial practice in the Philippines required wet-ink signatures on paper documents executed in the physical presence of a commissioned notary. While the new rules permit electronic notarization for many standard contracts and sworn instruments, certain documents, including notarial wills and paper instruments mandating wet signatures, remain legally excluded from remote electronic processing.

Quanby Solutions operates the platform infrastructure as an accredited Electronic Notary Facility provider authorized by the Office of the Bar Confidant, with Gorriceta Africa Cauton & Saavedra providing regulatory advisory and legal architecture.
